DTI-Cebu turns over SSF milk facility to dairy coop in Consolacion, Cebu

CONSOLACION, Cebu— The Department of Trade and Industry (DTI)-Cebu turned over and transferred the ownership of the shared service facility (SSF) for milk processing to the Cebu Federation of Dairy Cooperatives (CEFEDCO) in Consolacion, Cebu on November 17 after having successfully proven that they can sustainably manage and operate the facility in accordance with the objectives of the DTI project.

DTI Cebu Director Rose Mae Quiñanola said that SSF provided the cooperative a leap way forward to becoming a lead dairy processing business of pasteurized milk daily.


Quiñanola shared that in 2016, CEFEDCO became a beneficiary of SSF Milk Processing Project worth Php3, 370,000.00. The cooperative was granted with machineries such as Homogenizer, Plate Heat Exchanger, Cream Separator, Fabricated Condensing unit for Ice Bank and Secondary Storage.


The cooperative in 2019 was upgraded and granted a project worth Php2, 995,000.00. New interventions added include an Ice Bank with Ice Making Machine, Milk Receiver Tank, and milk analyzer which aims to improve the quality and higher productivity.

CEFEDCO Plant Manager Bienvenido Rodriguez expressed his gratitude to the government partnership and said that the cooperative has assisted 24 MSMEs, 700 dairy farmers, 414 beneficiaries and generated a total sales of Php 26M from 2016-2019.


The CEFEDCO has been operational since 1991 and is composed of primary dairy cooperatives that deliver raw cow’s milk to the Cebu Milk Processing Plant (CMPP).


It has been producing fresh milk, choco milk and non-fat milk for almost three decades already. These products were sold to their regular customers such as malls and convenient stores, coffee shops, hotels and restaurants, food chains, subdivisions and villages.

It also supplies sterilized milk to government agencies and local government units for feeding programs.

With the increasing adaptability of Filipinos and increasing demand of the market, people are now looking for locally produced fresh milk. These made an opportunity to dairy industry due to the awareness of the nutritive value of milk and consumer preferences.

CEFEDCO’s Cebu Dairy Fresh is guaranteed freshness that only undergoes pasteurization and homogenization. Because of it, its shelf life extends to one week. Fresh milk is a rich source of several nutrients including protein, calcium, phosphorus, Vitamins A and D.

Cooperative BOD Chairman Joseph Durado presented the sustainability plan for the shared facilities. The cooperative aims to enhance its packaging and conduct a good manufacturing practices training for its farmers by the last quarter of 2022.

The cooperative also aims to secure additional equipment for production and linking with the Department of Science and Technology (DOST) for possible assistance.

The ceremonial signing of the Deed of Donation was held on Thursday, November 17 with DTI Cebu Director Rose Mae Quiñanola, SME Development Chief Marivic Aguilar and the representatives from the cooperative. (PR/Photos: DTI-Cebu)
