MCIA becomes first PH airport to join ACI Regional Operational Safety Committee

LAPU-LAPU CITY -- Mactan-Cebu International Airport (MCIA) has made aviation history as the first airport in the Philippines to join the prestigious Asia-Pacific and Middle East Regional Operational Safety Committee (ROSC) of Airports Council International (ACI).

The milestone significantly reinforces MCIA's commitment to world-class aviation standards, operational excellence, and safer passenger journeys, cementing its position as a major regional tourism and transit gateway.

The ACI Asia-Pacific and Middle East ROSC serves as a prominent, standing technical body responsible for promoting aerodrome operational best practices across the region.

Composed primarily of senior airfield operations managers and Safety Management System (SMS) experts from leading international gateways, the committee meets twice a year to formulate collective policy positions, advocate for safer air transportation grounds, and develop industry-leading safety initiatives.

By collaborating directly with global regulators like the International Civil Aviation Organization (ICAO), the ROSC helps shape the very standards that govern airport safety, peer reviews, and airside crisis resilience across Asia-Pacific and Middle Eastern skies.

By joining this elite committee, MCIA aligns itself alongside world-renowned aviation hubs like Singapore Changi, Hong Kong International, and Dubai International Airport.

For airline partners, the membership paves the way for direct collaboration on emerging operational challenges, airside safety priorities, and shifting industry regulations, allowing MCIA to benchmark its daily procedures against the region's most progressive gateways.

For travelers, active participation in the committee directly translates into safer, smoother, and more efficient travel experiences. MCIA will have direct access to specialized safety training resources, global standard updates, and peer-led safety improvement frameworks.

MCIA's operations are managed by Aboitiz InfraCapital (AIC), the infrastructure arm of the Aboitiz Group. MCIA opens OFW Lounge & Facilitation Center at MCIA-Terminal 2

LAPU-LAPU CITY – The Mactan-Cebu International Airport (MCIA) with the Department of Migrant Workers (DMW), Overseas Workers Welfare Administration (OWWA) and Aboitiz InfraCapital Cebu Airport Corporation (AICAC) signed a memorandum of understanding (MOU) on June 26 to officially launch and open the new Overseas Filipino Worker (OFW) Lounge and Facilitation Center at the Mactan-Cebu International Airport (MCIA) Terminal 2, in a major push to elevate the welfare of the country's "modern-day heroes” --the OFWs.

"This is not just a waiting area with chairs, it is a space of care, a space of comfort, tangible proof of love. If OFWs go out to serve the world, their government must serve them first." said Department of Migrant Workers (DMW) Secretary Atty. Hans Leo Cacdac.

These facilities are core components of MCIA’s CEB Balik program, a strategic initiative designed to establish a comprehensive support system for OFWs right at the airport. 

This facility establishes MCIA as the premier OFW gateway for the Visayas and Mindanao regions, delivering on a public-private partnership aimed at bringing premium comfort and simplified, one-stop government services directly to migrant workers.

Designed with the comfort and needs of OFWs in mind, the new facilities are strategically located to assist OFWs at both ends of their journey:

The OFW Lounge (Terminal 2 Departures Level near Gate 16): A dedicated space for departing OFWs waiting for their flights. It features comfortable seating, charging stations, and refreshments to ensure a relaxing environment before departure. OFWs can also access OWWA programs and services on-site, including OFW e-Card printing.

The OFW Facilitation Center (Terminal 2 Arrivals Level near pick-up area): Established in partnership with Cebu Pacific, this center operates as a one-stop-shop for returning and transiting OFWs. It allows OFWs to handle essential government transactions, such as the processing of Overseas Employment Certificates (OECs), right at the airport.

MCIAA General Manager and CEO Julius Neri, Jr. noted that this project is a testament that when the government and the private sector work hand-in-hand, so much can be achieved.  By centralizing these critical services needed by OFWs and providing a dedicated space for them, the burdens of their travel are significantly eased.

Cebu Provincial Administrator Atty. Joseph Durano, speaking on behalf of governor Pamela Baricuatro, emphasized that the new facility is more than just a waiting area—it is a tangible recognition of the immense sacrifices and economic contributions of the country’s "modern-day heroes."

"Today, we are not simply opening a lounge; we are opening a space that recognizes the dignity, value, and contributions of the men and women who leave home in pursuit of a better future for their loved ones," Durano said during the opening ceremony.  

A Sanctuary of Comfort and Dignity

The newly opened facility is the third international OFW lounge in the country, building on the success of existing hubs in Manila that have already served over two million workers. Designed to mimic premium business-class lounges, the space offers departing and arriving OFWs comfortable seating, refreshments, charging stations, and a welcoming environment.


Additionally, a new partnership with SSP Mactan Cebu will grant the country's 2.7 million active OWWA e-card holders exclusive dining and retail discounts throughout the airport.

Beyond being a rest area, the facility doubles as an OFW Facilitation Center to eliminate the need for workers to travel to regional line agencies before their flights. Staffed by the DMW and the Overseas Workers Welfare Administration (OWWA), the center provides:

Document Processing: Verification of Overseas Employment Certificates (OECs), exit clearances, and e-card printing.  On-Site Support: Pre-departure briefings, contract verification, and immediate arrival assistance.

DMW Secretary Cacdac emphasized that the government's mandate now strictly shields the worker "before departure, while overseas, and until return."

A Model of Public-Private Partnership

The center was realized through a seamless joint initiative among the DMW, OWWA, Aboitiz InfraCapital Cebu Airport Corporation (AICAC), and Cebu Pacific Air. Under the agreement, AICAC provided the prime space in Terminal 2 completely free of charge for five years, while Cebu Pacific partially financed the construction.

"We witness around 60,000 OFWs walk through our airport every year. We understand that our kababayans leave pieces of their hearts to build a better future. By bringing these essential services directly to Cebu, we are giving back what truly matters most—their precious time with their families and less lost time in transit,” said Ricia Vinelli Montejo, General Manager of Aboitiz InfraCapital.


Atty. Maria Cecilia Natividad, Vice President for Corporate Affairs at Cebu Pacific Air, reiterated the airline's commitment to making travel stress-free. By bringing these services closer to where OFWs travel, the centers make the processes simpler and faster. It is a reflection of what can be achieved when government and the private sector work with a common purpose, Natividad stated.

Extending 'Cebuano Charm'

Provincial Administrator Atty. Joseph Durano connected the launch to Cebu’s status as a regional icon of hospitality.

"Through this OFW lounge, we are extending our distinct Cebuano charm to our modern heroes. Know that Cebu stands with you," Durano said, adding that the MCIA Board remains heavily committed to maintaining the hub's standing as a best-in-class airport in the region.

Neri closed by reinforcing the airport’s long-term allegiance to the sector: "The feeling of dignity and pride that we give our workers is priceless. You will get 101% support from the MCIAA."

MCIA prepares for the ASEAN Summit 2026 in Cebu in May

LAPU-LAPU CITY – The Mactan-Cebu International Airport (MCIA) with its private operator, the Aboitiz InfraCapital Cebu Airport Corporation (ACAC) and the Mactan-Cebu International Airport Authority (MCIAA), in coordination with the different agencies including the ASEAN National Organizing Committee (NOC), TIEZA Site Enhancement Team, and other law enforcement and security units activated a joint operational preparation plan for the upcoming ASEAN Summit 2026 in May, to ensure a seamless, secure, and world-class arrival and departure experience for the  Heads of States (HOS), international delegates, and global media.

In a joint media tour and briefing today, April 20, organized by the Philippine Information Agency (PIA-7), Mactan-Cebu International Airport Authority (MCIAA), and Aboitiz InfraCapital Cebu Airport Corporation (ACAC), MCIA officials and the joint team shared its comprehensive preparations for the upcoming Association of Southeast Asian Nations (ASEAN) Summit in Cebu in May.

"Our teams are executing a comprehensive operational plan to ensure our infrastructure and services are fully ready.  From refreshing our VIP Lounges to fine-tuning our airside operations, we are focused on connecting our guests to a better, more seamless experience that guarantees a smooth and vibrant journey for the delegates, without compromising the comfort of our regular passengers," shared Ricia Montejo, General Manager for Mactan-Cebu International Airport under Aboitiz InfraCapital Cebu Airport Corporation.

The unified approach highlights MCIA’s public-private partnership in delivering unparalleled service and showcasing the signature Cebuano hospitality on a global stage, MCIA team said that the preparations are done in several key areas at the airport.

First focus is a signature welcome reception by dedicated Passenger Service Assistants (PSAs) to hand out welcome leis and guide leaders through the facilities and a space for showcasing Filipino craftsmanship with locally-sourced furniture and lounge setup, highlighting local delicacies that reflect the Cebuano and Filipino cuisine to delight delegates.

"Mactan-Cebu International Airport is deeply honored to serve as the first and last impression for the distinguished heads of state and delegates attending the ASEAN Leaders' Summit. Through our seamless coordination with ACAC, the local government, and national security agencies, we have laid out meticulous protocols that reflect the very best of Cebuano hospitality. We are fully prepared to welcome our Southeast Asian neighbors with warmth, while maintaining the highest standards of safety and operational excellence,” said Julius Neri, Jr., MCIAA General Manager and CEO

Neri bared that part of its preparations, MCIAA has undertaken key site enhancement and infrastructure projects to ensure operational readiness and a world-class airport environment.  These include the improvement of the General Aviation Terminal Building and its perimeter fence, water tank restoration and water supply improvements, the repainting of General Aviation apron pavement markings, as well as the repainting of both primary and secondary perimeter fences.

MCIAA has also facilitated the designation of aircraft parking positions to ensure efficient airside operations and accommodate ASEAN-related flights. Further developments include the concreting and widening of the Ibo Access Road, complemented by street lighting and landscape enhancements, improving landside access, mobility, and overall airport aesthetics. In partnership with TIEZA, MCIAA also facilitated the installation of the LED wall at the General Aviation area, as well as lamp post banners and signages across the MCIA vicinity.

Neri shared that MCIAA has also procured ASEAN uniforms for its Liaison Officers and officials, in support of official facilitation.  These uniforms are sourced from Hinablon sa Argao, a community-based initiative under Cebu Technological University- Argao Campus that preserves Cebuano weaving traditions and supports local livelihoods; and Liong Garments, a Cebu-based manufacturer creating quality apparel with purpose.

“These are complemented with accessories crafted by local shell artisans from the Mactan Shrine Souvenir Vendors Association, showcasing Cebu’s culture and craftsmanship,” Neri added.

Meanwhile, in preparation for the vital movements of guests and delegates, ACAC executes critical site enhancements and operational requirements, including providing designated areas in Terminals 1 and 2 for ASEAN-assigned vehicles, handling the replacement of some lights, providing power supply at lounges, and overseeing the repainting of the ramp which completion is firmly scheduled on the last week of April. Aboitiz InfraCapital leads tourism dialog on how to navigate current industry challenges

LAPULAPU CITY -- Aboitiz InfraCapital Cebu Airport Corporation (ACAC), the operator of Mactan-Cebu International Airport (MCIA) convened tourism stakeholders and hotel executives in Cebu to a strategic tourism dialog on how to proactively address the potential impacts of the ongoing Middle East crisis.


“The aviation and tourism sectors are deeply intertwined. When global headwinds like surging jet fuel costs put pressure on our airline partners, our industry inevitably feels the impact.  By aligning closely with our hotel partners, developing agile passenger scenarios, we are leveraging the same proactive management model that has driven success across our other gateways. True resilience is built through transparent collaboration and continuous investment in the facilities that matter most to our passengers,” said Athanasios Titonis, CEO of Aboitiz InfraCapital Operating Airports, in his opening message.

The strategic meeting focused on safeguarding Cebu’s tourism through collaboration, scenario planning, and leveraging new market opportunities amidst the on-going crisis. Several hotel general managers and industry leaders such as bai Hotel, Shangri-la Mactan Cebu, Tambuli Seaside Resort and Spa, Crimson Resort and Spa Mactan, Mercure Mactan Cebu, Savoy Hotel Mactan Newtown, Nustar Resort and Casino, Jpark Island Resort and Waterpark Mactan and other industry partners attended the dialog to help address the pressing reality of rising global jet fuel prices.

The dialog centered on how the industry can prepare and work together to manage external pressures like how jet fuel can trigger an increase in fares and can impact passenger traffic and demand.  ACAC shared that if the current global situation persists, travel demand is expected to be challenged from early June onwards.

The ACAC team said that the dialog wanted to ensure that every strategic improvement at the airport level resonates across the entire tourism value chain, creating a unified voice for regional growth and resilience.

Looking forward, MCIA is also strategically eyeing the expansion of new, untapped frontiers, with active discussions underway to bridge direct connectivity of other new emerging markets to Cebu. MCIA reaffirms its commitment to being more than just an airport facility, but a vital economic engine and a dedicated partner to the entire Cebuano tourism ecosystem.

MCIA welcomes Xiamen Air’s direct flight to Quanzhou, China

 LAPU-LAPU CITY – Mactan-Cebu International Airport (MCIA) welcomed the launch of Xiamen Air’s direct flights between Cebu, Philippines (CEB) and Quanzhou, China (JJN) starting on March 29, 2026 with twice-weekly service connects Central Visayas to China’s historic port city, boosting tourism and trade amid new visa-free policy.

“The launch of the Cebu-Quanzhou route reaffirms our mandate to drive economic growth in the region through robust aviation connectivity as the premier transfer hub in the Philippines.  We want to be more than just an entry point; we want to be the transit and transfer hub to the Philippine islands. By bridging Central Visayas directly with Fujian, we are opening up immense opportunities for local tourism operators, exporters, and businesses,” said Athanasios Titonis, Chief Executive Officer of Aboitiz InfraCapital Cebu Airport Corporation (ACAC).

This highly anticipated route restores a vital air link between the Philippines' premier tourism and transfer gateway and Fujian Province’s major manufacturing and historic port hub. Xiamen Air will operate the Cebu-Quanzhou service with a Boeing 737-800 aircraft flying twice weekly, every Tuesday and Saturday, offering a seamless three-hour journey for both business and leisure travelers, Titonis shared.

Cebu governor Pamela Baricuatro bared that the Cebu Provincial Government championed the reopening of this route following a recent diplomatic mission to Fujian Province, China in February when she met with officials to strengthen the strategic partnership between the two provinces.

“Today, that same spirit takes flight, bringing with it the new possibilities for tourism, trade, and people-to-people connection. Cebu has always been a gateway. We are open, dynamic, and forward-looking. With this renewed route, we continue that legacy in opening doors wider to the world, and strengthening our ties with our friends from Quanzhou and across China,” Baricuatro said.

The route’s resumption supports the Philippine government’s efforts to revitalize inbound tourism, following the recent implementation of a 14-day visa-free entry policy for eligible Chinese tourists.  The return of Xiamen Air further solidifies MCIA’s continuous drive to expand its international network and position Cebu as a highly competitive and accessible destination on the global stage, Baricuatro added.

Beyond tourism, this direct flight serves as a crucial bridge for commerce. Quanzhou is a recognized manufacturing powerhouse for textiles, footwear, and stone products, while Cebu remains the commercial and export center of the Visayas, Baricuatro stated.

Leading airlines strengthen Cebu hub operations

AirAsia Philippines’s Cebu hub operates in full swing with MCIA connecting Cebuanos to more destinations than ever before, both domestic and international.  Passengers can now fly directly from Cebu to Davao, Iloilo, and Caticlan with increased frequency and convenient schedules that make point-to-point travel faster and simpler.

Earlier morning flights from Cebu to Iloilo, between 6:30 AM and 7:55 AM, provide flexibility for business and leisure travelers alike. Afternoon departures to Caticlan, operating from 4:05 PM to 5:20 PM, offer seamless access to Boracay. In addition, AirAsia has increased its Cebu–Davao–Cebu route to 18 weekly flights, strengthening connectivity between Visayas and Mindanao.

Cebu Pacific also establishes Cebu as a central gateway to the Philippines’ most sought-after island destinations.  Direct flights from Cebu now include El Nido, Siargao, and Coron, alongside over 24 other domestic locations.

To meet peak summer travel demand, Cebu Pacific is adding 33 weekly flights from MCIA starting March 29, increasing access to Bacolod City, Boracay (via Caticlan), Butuan City, Cagayan de Oro City, Clark, Dumaguete City, Iloilo, Tacloban City, and El Nido.

By mid-June, weekly frequencies will reach up to 23 flights to Butuan City and 17 to Bacolod City. With 31 direct routes from Cebu and a domestic network spanning 35 destinations, MCIA offers travelers more options and convenience than ever.

MCIA’s domestic network is complemented by its growing international connectivity, providing access to regional and global destinations.   The arrival of Philippine Airlines’ newest fleet, the Airbus A350-1000 at MCIA last March 12, is also highly significant.
