Housing Summit 2025 tackles developers’ challenges in the housing industry in Cebu

CEBU CITY – The Subdivision and Housing Developers Association–Central Visayas (SHDA-CV) gathered nearly a hundred participants from the national agencies, local governments, developers, utilities, and financial institutions at the Housing Summit 2025, September 26 at NuStar Resort Cebu, to tackle the region’s housing challenges including housing reforms, with stakeholders aligning on faster permitting, stronger financing systems, and expanded housing supply.

SHDA-CV President Harold Vince See, in his opening message, called for a united approach to speed up project approvals, unlock land, and create communities that are climate-resilient and economically vibrant.

Early sessions highlighted trends showing strong demand in the economic and mid-market segments, with rising interest in townhouses and single-detached homes alongside continued growth in condominium projects. Despite this activity, the country’s housing backlog remains a serious concern.

Jennifer Bretaña, Regional Director, DEPDev placed housing within the Central Visayas Regional Development Plan for 2023–2028, stressing the need for livable and disaster-resilient communities and stronger LGU-led housing governance.  “Our economic growth must translate into affordable, decent homes in safe neighborhoods,” she said.

Angelito Aguila, ASEC of the Department of Human Settlements and Urban Development (DHSUD) bared the government’s flagship Pambansang Pabahay Para sa Pilipino (4PH) program that include the revised price ceilings, expanded financing options, and new compliance mechanisms to encourage public-private partnerships, particularly for subdivision and rental housing projects.  He also bared steps toward digitalizing housing permits very soon, to cut bureaucratic delays.

Anti-Red Tape Authority Secretary Ernesto Perez revealed that a Joint Memorandum Circular with DHSUD is set for signing in October to simplify and digitize the permitting process. The reform, anchored on a Housing One-Stop Processing Center, aims to reduce red tape and encourage faster project delivery.

Meantime, the Bureau of Local Government Finance (BLGF) also briefed participants on the Real Property Valuation and Assessment Reform Act, a landmark law designed to standardize property valuation nationwide. The measure is expected to boost LGU revenues and support infrastructure development essential to new housing communities, he said.

Head Legal Counsel of 8990 Deca Homes, delivered an inspirational message highlighting its “Bahay Para sa Lahat” advocacy, making low-cost housing accessible to ordinary Filipino families.

“Cebu Goes Culinary 2025” shaping Cebu as leading gastronomic destination

 CEBU CITY – “Cebu Goes Culinary 2025”, the biggest cooking showdown in Cebu hopes to shape Cebu as a leading gastronomic destination and the Philippines as a place where food culture and tourism thrive hand in hand.

Judy Gabato, regional director, Department of Tourism (DOT-7) said this, in her message at the opening of the 2-day Cebu Goes Culinary 2025 showdown at the Sky Hall, SM Seaside City Cebu, September 26-27, with 740 participants from professional and student categories competing in 17 events.

The Hotel, Resort, and Restaurant Association of Cebu, Inc. (HRRACI) and the National Food Showdown organized the Cebu Goes Culinary every two years as a platform to showcase Cebu as the culinary hub of the Visayas by highlighting both heritage dishes and modern innovations.  The event reinforces Cebu’s identity as a culinary hub and beyond its image as a leisure and beach destination.

The competitions are grouped into five clusters such as Battle Royale and Klasika Moderna Kulinarya, highlight Filipino heritage cuisine, local ingredients, and the drive to elevate everyday dishes to world-class standards.  Culinary schools, hotels, and restaurants are also expected to display their creativity through tablescaping, dessert decoration, and innovative food presentations.

“We encourage all participants, whether competing, judging, supporting, or enjoying the experience, to see their role as part of a larger story, because we see the event as a competition that challenges participants to push the boundaries of creativity while staying true to their roots,” Gabato said.

Cebu Goes Culinary is a festival, a platform for learning, innovation, and collaboration, bringing together professionals, students, and dreamers. The Department of Tourism recognizes food as a powerful way to tell the Filipino story, integrating gastronomy into their tourism strategy, Gabato added.

She noted the importance of Cebu’s culinary heritage in showcasing the region’s culture and identity through food, adding that Cebu was included in the Michelin Guide's influencer strip, providing another opportunity to showcase the region's culinary heritage.

“The Philippines is recognized for its leadership in the slow food movement, with Bacolod City designated as the hub of Slow Food in Asia.  The country is hosting the upcoming Sierra Madre Asia Pacific event in November, which will gather advocates, chefs, and communities to champion biodiversity and sustainability,” Gabato bared.

The recognition of other Philippine destinations, such as UNESCO's City of Gastronomy in Angeles and Marana in the global culinary states, highlights the country's diverse culinary landscape, Gabato said that Cebu Goes Culinary is seen as an opportunity for Cebu's tourism stakeholders, producers, and culinary workers to showcase their heritage on a global stage.

MCIA unveils new routes, new airline partners

LAPULAPU CITY -- Mactan-Cebu International Airport (MCIA) unveiled its new routes and new airline partners at the “Festival of Flights” media launch, September 25 at Radisson Blu, boosting connectivity for Cebu and the Philippines.

"Today's 'Festival of Flights' marks a pivotal moment for MCIA and the regions we serve. We are thrilled to introduce these vital new routes. This significant expansion in our connectivity not only offers our passengers greater choice and convenience, but also directly aligns with our new CebConnects campaign, which highlights Cebu's strategic role as a seamless tourism transfer hub. Athanasios Titonis, Aboitiz InfraCapital Cebu Airport Corporation (ACAC) Chief Executive Officer said at the event.

MCIA unveiled new international and domestic routes, solidifying Cebu's position as a premier tourist destination. One of the exciting new routes is the direct link between Cebu and Brisbane, Australia, operated by Jetstar Airways. This route is set to boost international connectivity and reinforce MCIA's role as a critical logistical hub in the region, Titonis bared.

This is experience and fuel the economic growth of the region.  Substantial increase in flight frequencies and the introduction of new routes from key airline partners, including Philippines AirAsia, Philippine Airlines, and its new partners, Firefly Airlines, and Jetstar Airways, further cementing Cebu’s status as a premier hub in the region.

New Routes and Frequencies include:  Cebu to Brisbane: Jetstar Airways to operate three times weekly starting December 3, 2025. Cebu to Kuala Lumpur: AirAsia to fly twice daily starting November 15, 2025, while Firefly Airlines to operate five times weekly starting December 2, 2025.

Cebu to Macau: AirAsia flies three times weekly starting November 15, 2025; Cebu to Davao: AirAsia to increase flights to 18 times weekly starting November 15, 2025; Cebu to Caticlan: AirAsia to operate 11 times weekly starting November 15, 2025; Cebu to Iloilo: AirAsia to fly four times weekly starting November 15, 2025 and Cebu to Calbayog: Philippine Airlines to operate four times weekly starting October 26, 2025. 

These new routes and increased frequencies aim to enhance passenger convenience, stimulate local tourism, and support economic growth in the region, Julius Neri, Jr., MCIAA General Manager and CEO said adding that MCIA continues to work with its airline partners to explore opportunities for further network expansion, reinforcing its commitment to being a driving force for tourism and commerce in the Philippines.

“Cebu's strategic location is one of its greatest assets, and today's announcement fully capitalizes on that advantage. We commend the airlines for recognizing MCIA's role as a critical logistical hub and a connecting point for the ASEAN region and beyond,” Neri said.

Christine Villanueva, Head, Strategy and Communications, Aboitiz InfraCapital Cebu Airport Corporation (ACAC) introduced the CEB-Connect transfer product, highlighting its unique air-to-air connectivity. It is a unique selling proposition due to Cebu's strategic location at the center of the Philippines.

“Cebu is the only airport that offers less than one and a half hours of travel to other island destinations. The transfer facility allows for seamless transitions between international and domestic flights without exiting the terminal,” Villanueva said.

The connectivity bridge facility, which enables minimum connecting times such as, the minimum connecting time for domestic-to-domestic (D-to-D) flights is 35 minutes; while the domestic-to-international (D-to-I) flights, the minimum connecting time is 60 minutes. The same 60-minute minimum connecting time applies to international-to-international (I-to-I) flights, Villanueva explained.

Titonis also noted MCIA connectivity and hospitality pointing out the convenience of flying in and out of Cebu, highlighting the airport's good connectivity and international stage, specifically the airport has a strong working relationship with the airport authority, private operator, and other national government agencies, enhancing the travel experience. 38 Cyber Libel, Cybercrime Complaints Filed Against Davao Content Creator, 3 Others

CEBU CITY— Content creator Cassandra Vanessa “Cassie” Japos is facing multiple counts of cyber libel, alongside separate charges for violation of the Data Privacy Act and unjust vexation in relation to cybercrime, following a barrage of complaints over her viral “scam” videos on social media.

The cases have been lodged before the Mandaue City Prosecutor’s Office, Hall of Justice. Three other individuals, Wilwenrose Agor, Peter Paul Daradal, and Enecleto Adapon Coyme Jr., were also charged after being involved in amplifying the defamatory posts of Japos.

Court filings showed that Meunnie Cullantes initiated the majority of the complaints. Other complainants, who are all members of Elites Empire and distributors of AIM Global Group of Companies (AGG), also stepped forward. Fellow Cebu-based vlogger Jomie Hospital filed a complaint against Japos and another complainant identified as Gregg. Elites Empire founder Pearl Hung added complaints of data privacy violations and unjust vexation related to cybercrime.

Viral videos

The cases stemmed from a series of videos uploaded by Japos accusing Elites Empire of being a scam and alleging that she had been defrauded of ₱30,000.

To support her claims, she shared screenshots of her private exchanges with Cullantes. However, the same screenshots revealed she had insurance coverage, directly contradicting her allegations.

Hung, through her legal counsel, had earlier served a cease-and-desist letter dated September 15 demanding that Japos stop making “false and malicious statements” that, they said, were calculated to damage the reputation of Elites Empire.

“You have personally stated, under the guise of being a ‘concerned citizen,’ misleading posts and comments regarding my client, making it appear that she is engaging in fraudulent activities,” the letter stated.

Elites Empire and AIM Global

The complainants also asserted that Elites Empire is formally affiliated with AIM Global, a recognized international distribution company that markets health, wellness, and entrepreneurship products. Members, they said, receive packages of AIM Global products equivalent to their membership fee or an insurance package of equal value, which they stressed is proof of transparency in the group’s operations.

Beyond product packages, AIM Global representatives emphasized that the company provides equal opportunities to all its distributors. Earnings are based on performance, whether through personal product sales or by building a network, and not on seniority, position, or who joined first. 

They pointed out that members who dedicate effort and hard work to selling products or expanding their team can expect to earn fairly, reinforcing AIM Global’s reputation as a results-driven company.

Company representatives underscored that success in AIM Global depends on consistent effort and commitment, and not on false promises. For years, the company has built a global reputation by offering entrepreneurship opportunities through direct selling, allowing members to earn from product sales or from expanding their networks.

Defending reputation

Elites Empire said it would not take the allegations lightly, warning that reckless online posts and content creators cannot be allowed to destroy reputations without consequence.

“This is not something we want to do, but we are compelled because their actions affected a lot of people who are dependent on Elites Empire,” the group said.

“We strongly caution the public against spreading baseless accusations,” the statement continued. “This is a clear reminder that those who irresponsibly destroy reputations online will face the heavy force of the law.”

Elites Empire stressed that the cyber libel charges highlight the growing accountability faced by netizens who misuse digital platforms.

Cautionary tale

With 38 counts of cyber libel already filed, along with complaints for violating the Data Privacy Act and unjust vexation in relation to cybercrime, the case has become a cautionary tale about the risks of online defamation.

While freedom of expression is constitutionally protected, legal experts have long emphasized that it does not extend to false, malicious, or defamatory statements. In this case, complainants say, reputations built through years of work and service were unfairly maligned for online clout.

For Japos and her co-respondents, the complaints represent not just a legal battle but also a warning to content creators and their audiences: in the age of social media, posts have consequences.

Baricuatro fully supports Batang Pinoy Cebu after 6 years sans prov’l aid

CEBU CITY—Cebu Governor Pamela Baricuatro expressed her full support and assistance to Batang Pinoy Cebu Province delegation that is expected to compete at the upcoming Batang Pinoy 2025 in General Santos City on October 25 to 31, this year.

Baricuatro was saddened to know that for six years the Batang Pinoy Cebu delegation has represented the Province in that sport category without any aid or assistance from the province.  She promised a provincial reward for those who would go home with gold medals.

“I know you will compete in Batang Pinoy in General Santos, but I know that you are going there like Batang Cebu. Do your best and make Cebu proud.  The Cebu Provincial Government fully supports the delegation,” the governor said and wished all the athletes the best of luck. 

This elicited a wild applause and excitement from the delegation composted of athletes, coaches, and teachers during the greet and meet with Baricuatro on September 17 at the Capitol.

The Batang Pinoy Cebu delegation is scheduled to leave for the sports competition on October 21.  The athletes, 12 to 17 years old are to compete in 10 events including arnis, badminton, basketball, chess, karatedo, futsal, sepak takraw, beach volleyball, dance sports, and for the first time, gymnastics.

Glenda Tatuy, Batang Pinoy Cebu head of delegation expressed her gratitude, sharing that for the first time in six years, the Cebu Province delegation will compete wearing uniforms of a single color, fostering unity and team spirit. “We will showcase our talents and we will represent Cebu with pride,” Tatuy added.

With full support of the Capitol, the Batang Pinoy Cebu Province delegation, Tatuy is confident and very optimistic that the Batang Pinoy Cebu delegation will compete with even greater pride, determination, and honor as they represent Cebu in this prestigious national sporting event.

DMW-7 conducts seminar on illegal recruitment, trafficking to over 200 fisherfolks of Lapulapu City

LAPULAPU CITY –The Department of Migrant Workers (DMW RO-VII) in partnership with the City Government of Lapu-Lapu City headed by Mayor Cindi Chan and the congress representative of the lone district of Lapu-Lapu City Congressman Junard Chan conducted a seminar on Anti-Illegal Recruitment and Trafficking in Persons Program (AIRTIP) on September 19,  to over 200 fisherfolks from Olango Island in Lapulapu City better equip them not to fall prey to illegal recruitment and trafficking.

“We have been intensifying our campaign against illegal recruitment and labor trafficking in the region, following reports of forced involvement in illegal activities.  This initiative aims to combat illegal recruitment and human trafficking, which often prey on vulnerable groups like fisherfolk,” Jhoaden Lucero, DMW-7 rregional director said at the event.

Lucero added. She stressed that the DMW actively conducts these seminars as part of its broader strategy to protect Filipino workers especially those aiming to work abroad.  The Department raises awareness and educating potential migrant workers—particularly the fisherfolk, a sector often vulnerable to illegal and exploitative overseas employment schemes—about the risks of illegal recruitment and trafficking.

Congressman Ahong, in his message, urged the fisherfolk to be vigilant against scams and to only pursue legal channels when seeking opportunities abroad. The fisherfolk in attendance committed to assist the DMW in its campaign against illegal recruiters and human traffickers.

The seminar addressed a serious vulnerability among fisherfolk, who can be drawn into illegal and exploitative labor, including debt bondage, by fraudulent recruiters. The DMW has repeatedly warned the public, particularly those seeking work overseas, to be cautious of "too good to be true" job offers and to transact only with licensed recruitment agencies, Ahong added.

Baricuatro’s healthcare agenda speeds up public health services in Cebu

CEBU CITY – Cebu governor Pamela Baricuatro’s healthcare agenda continues to speed up healthcare management and services with multi-sector collaboration specifically on priority health needs in various communities in the province.

 

Dr. Nikki Catalan, Capitol Piso Health Consultant shared some weekly milestones on Baricuatro’s health agenda starting from the hiring of at least 160 nurses and training them for a two-day Basic Life Support (BLS) on September 23-24 before they are deployed to the 16 Capitol-run hospitals and 12 district hospitals.

Nurse John Noel Enriquez, program facilitator and manager of the Disaster Risk Reduction Management in Health (DRRM-H) program of the Provincial Health Office echoed Baricuatro’s priority to capacitate the hospitals not only in terms of equipment, facilities or diagnostic tools, but also the manpower, the healthcare provider.

On September 22, Baricuatro rolled out the community-based rehabilitation program in all Cebu local government units, especially in far-flung towns and islands. Dr. Catalan announced this at the “Community-Based Rehab Summit” held at the Capitol Social Hall.

“Services like physical therapy for stroke survivors are rarely available in rural communities. Dili man gud kaayo ni sila matagad and maglisod sad sila’g pangita aning services sa ilang communities,” Catalan added.

Baricuatro, in her message, noted that rehabilitation is not always seen as urgent, but it is what allows people to recover fully-- to walk again, to work again, to live with dignity again after sickness, injury, or disability. “This program is another first for Cebu, addressing an often-neglected aspect of healthcare.”

The Governor said that to implement the rehab program, Municipal Health Officers (MHOs) and barangay health workers (BHWs) are to undergo basic training in rehabilitation therapy and other areas of physiatry to help patients recover and heal faster.

Rehabilitation medicine, or physiatry, is a specialty focused on restoring function to individuals disabled by illness, disorder, or injury. It provides multidisciplinary care that addresses not only medical needs but also the physical, emotional, vocational, and social aspects of recovery, Catalan added.

Meanwhile, Capitol led by governor Baricuatro and Philippine Red Cross headed by Richard Gordon inked a partnership agreement to support the various programs of the Red Cross in Cebu, with a donation of P1.4 million through the Provincial Disaster Risk Reduction and Management Office (PDRRMO) for the insurance coverage for all responders across the province's local government units.

Baricuatro and Gordon signed the agreement, September 22 to also seal all other partnerships with Cebu Province such as Red Cross’ blood Samaritan program and blood availability.
