Cebu City commits to transforming it into a smart city

CEBU CITY—Cebu City is committed to transforming this city into a smart city by welcoming companies, both large and small that bring advanced technologies to Cebu shores.

“Together, we can harness these advancements to enhance public policy and foster a thriving digital economy. I firmly believe that innovation is an unending journey, and the more diverse minds we engage, the greater our chances of success,” Cebu City councilor Edgardo Labella II said in today’s Future-Proof Tech Summit at Quest Hotel as its keynote speaker.


As the Chairman of the Committee on Information and Communication Technology (ICT) at the Cebu City Council, Labella shared the City’s vision on “Navigating the Digital Wave: Cebu’s Journey Towards Technological Resilience and Economic Prosperity.”

Labella said that Cebu City’s commitment to transforming it into a smart city is not merely a goal—it is a necessity for our future because the world stands on the brink of a new era, a digital revolution is unfolding, one that holds the promise of transforming communities and enhancing the quality of life for every resident.


“First and foremost, connectivity is the cornerstone of this transformation. We are dedicated to ensuring that every barangay, including our mountain communities, has access to reliable internet,” Labella went on.

He added that this is not just about technology; it’s about empowering the citizens, imagine those remote barangays being able to pay taxes, obtain a cedula, or settle a traffic violation, all from the comfort at home.

Economically sound investment for all business saving time and resources in dealing with government offices bureaucracy.

To realize this vision, Labella said that Cebu City is pushing for an Internet Fiber loop to provide a very reliable fast Internet connection into every Barangay thru fiber optics cable, coupled with the 1st Phase of the Next Generation Network (NGN) that is the Next Generation Digital Communication consisting of the Video Conference System (VCS) Platform and the Cebu City-Barangays-Link (CCBLink) Apps that can yield several significant benefits, enhancing communication, collaboration, and overall efficiency and advantages.

Innovation tailored with community needs


According to Labella that Cebu City will soon implement online applications designed to enhance the lives people, one such app can monitor the garbage collection services, ensuring that pickups are timely and efficient by embracing artificial intelligence to create systems.

Soon, Cebu City launch a 911 emergency center equipped with cutting-edge technology, comparable to those in the world’s most advanced cities. Labella bared that safety and security are non-negotiable priorities for the city, and soon it will introduce the automated early warning systems for natural disasters, supported by a mobile command center that operates independently of electricity or signal.

“This initiative will ensure that we can respond effectively and assess needs even in the face of calamities,” he said.

Data security is another paramount commitment of the City hence, it is upgrading the City’s internal systems within the Cebu City government to enhance data security and protect the information collected, making cybersecurity a top priority on the agenda.

Collaboration with the private sector will is key. The Cebu City ICT-BPM Council will soon be revived with the inclusion of organizations like the Cebu City BPM Organization (CIB.O) in the City’s Task Force on Digitalization to cultivate innovative ideas and dynamic leadership, essential to addressing the city’s evolving needs, Labella said.
