PBBM calls for enhanced tourism education, streamlined student visa procedures

MANILA– President Bongbong Marcos (PBBM) has issued a directive to the Department of Foreign Affairs (DFA) to simplify and standardize the application process for international students seeking to pursue studies in the Philippines to strengthen the education tourism sector in the country.

This directive is in alignment with the recommendations by the Private Sector Advisory Council for Tourism (PSAC - Tourism) during its collaboration meeting at MalacaƱang Palace on August 24, cognizant of the evolving landscape of work and education globally.

“This concerted effort will help reinforce the Philippines' position as a leading educational tourism hub. It involves a multifaceted approach, including partnerships, cultural promotion, and improved education quality, to attract and retain international students, scholars, and travelers seeking enriching experiences in the country,” PSAC lead convenor and Aboitiz Group President and CEO Sabin Aboitiz said.

Ultimately, the government aims to establish the Philippines as the preferred choice for academic excellence and a unique cultural experience.  Studying in the Philippines offers international students the opportunity to experience a rich and diverse culture. Filipino culture is influenced by various indigenous, Asian, and Western traditions.

Prior to the pandemic, the country hosted approximately 35,000 foreign students, primarily enrolled in medical-related courses. The Philippines attracted students due to the affordability of tuition and living costs, as well as the fact that English is the primary language of instruction and commerce.

However, challenges such as complex application requirements, delays in student visa processing, and a shortage of accredited clinics for medical certificates have posed hurdles for international students.

In response to these issues, President Marcos Jr. has called for benchmarking the application process against other Southeast Asian nations, with an emphasis on implementing online application options akin to those in Singapore, Indonesia, Malaysia, and Thailand.

The President has also advocated for the accreditation of additional clinics to expedite medical clearance and certificate requirements, effectively addressing the key obstacles faced by international students.

With an estimated 10 million students projected to study abroad by 2030, with an expenditure estimated at $433 billion USD, the Philippines is poised to become a prominent player in the global education sector.

CEOs from PSAC-Tourism, including Sabin Aboitiz, Lance Gokongwei, Roberto Claudio Sr., Josephine Gotianun-Yap, Rene Limcaoco, and Lucio Tan III, played a pivotal role in these discussions, providing unwavering support for these strategic initiatives.

PBBM's vision and commitment to welcoming international students reaffirm the country's dedication to innovation, inclusivity, and progress.

Silliman gets P9.2M grants from DOST for endangered deer conservation, research project

DUMAGUETE CITY – Silliman University (SU) received P9.2M from the Forestry and Environment Research Division of the Department of Science and Technology – Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD) to support SU- Biology Department’s project on the conservation of the endangered Philippine Spotted Deer.

Dr. Reynaldo Ebora, DOST-PCAARRD executive director, relayed the grant award letter to Dr. Betty Cernol-McCann, SU President in July this year. The research project “Enhancing the Conservation and Breeding Program of the Philippine Spotted Deer (Rusa alfredi) using Molecular-Based Approaches for Natural Resilience,” aims to preserve genetic diversity and increase the number of individuals of the Philippine Spotted Deer in captivity and in the wild.

According to Dr. Robert Guino-o II, SU Biology Department research coordinator, the project will be conducted for three years under his leadership with the guidance of Dr. Aye Mee Bartocillo, DOST Balik Scientist and SU faculty member.

The other research team members include Dr. Nadia Abesamis, former Biology Department chair, and Asst. Professor Persie Mark Sienes, Biology Department Extension Committee chair.

The SU Center for Tropical Conservation Studies (CENTROP) currently has 77 individuals of the Philippine Spotted Deer in its facilities in Barangay Daro, Dumaguete City and Barangay Palinpinon, Valencia.

In 1990, CENTROP became the country’s first captive breeding center for the Philippine Spotted Deer.  Also known as the Visayan Spotted Deer, the Philippine Spotted Deer is an endangered species based on the IUCN Red List Categories and Criteria: Version 3.1, which classifies species at high risk of global extinction.  The said species is also endemic to Panay and Negros islands.

Research objectives

The research project’s first objective is to understand the phylogenetic relationship of the Philippine Spotted Deer of the Negros-Panay Island using barcoding markers of three genes (CO1, 16S, and Cytochrome B), which Guino-o will lead.

The second objective is to estimate the inbreeding frequency of the Philippine Spotted Deer within and outside the SU CENTROP captive-bred stock using microsatellite markers, which Sienes and Abesamis will direct in the lab.

The third objective covers the understanding of the organism’s adaptive immune response through the histocompatibility complex class II (MHC) gene, which Dr. Bartocillo will lead.

Other collaborating agencies in the project include the Department of Environment and Natural Resources (DENR); Talarak Foundation, Inc.; West Visayas State University – College of Agriculture and Forestry; and Mari-it Conservation Park. (Photos: SU/OIP/Google Images)

Smile Train launches 1st Cleft Leadership Center in PH

CEBU CITY -- Smile Train, the world’s largest cleft-focused organization and Noordhoff Craniofacial Foundation Philippines, Inc. (NCFPI) launched the first Cleft Leadership Center (CLC) in the Philippines in August this year and these are located in two sites: the Smile Train Craniofacial Center in Joshua Center which has orthodontic and speech therapy services and at the Our Lady of Peace Hospital in ParaƱaque where surgeries, orthodontics and dental treatment, nutrition services, and counseling are held.

“Smile Train celebrates its 75,000 cleft surgery milestones in 2023 and, as we recognize this significant accomplishment, we know there is still more work ahead of us.  The launch of the CLC represents our commitment to continuously providing safe, high-quality, and timely care for the Philippine cleft community by building a stronger, comprehensive cleft care system,” Kimmy Coseteng-Flaviano, Smile Train’s Vice President for Southeast Asia said.

Flaviano bared that the CLC brings comprehensive cleft care closer to Filipinos as it houses different services necessary for holistic treatment and rehabilitation and it also serves as a training and educational hub for local medical practitioners.

The skills and experience of the cleft teams and state-of-the-art technology in these centers help build local medical capacity in treating different types of clefts, ensuring that Filipinos do not have to travel far to get access to high-quality cleft care, Flaviano added.

Smile Train supports NCFPI with the needed resources and enables them to help those in need. The launch of this premier cleft center reinforces the organization’s continued dedication to providing enhanced progressive treatment, especially for cleft-affected Filipinos in need.

The CLC also serves as a regional hub for cleft care and training, anchored on Smile Train’s comprehensive approach and sustainable model for cleft treatment. The presence of the CLC in the country bridges the gap between the Philippine cleft community and their access to quality cleft care.

High-Quality Cleft Care

The CLC is a multidisciplinary center that provides 100 percent free comprehensive cleft care from birth to adulthood, powered by a capable local network of medical professionals. To reach more cleft-affected Filipinos in need, Smile Train strengthened its existing partnership with NCFPI, an organization that leads the standard of multidisciplinary cleft care in the Philippines.

Both organizations work together to provide free, quality cleft care to Filipinos who would otherwise not be able to afford the treatment they need.

“NCFPI is a long-time partner of Smile Train in bringing holistic cleft care to cleft-affected individuals in the Philippines. The CLC ensures that an individual’s treatment journey does not stop with cleft surgery but also requires other services necessary for them to live a full and healthier life,” Dr. Bernard Tansipek, President of NCFPI bared.

The launch of the Philippines’ first CLC paves the way for more Filipinos to get the high-quality, safe, and free treatment they need. More than this, it also signals a more optimal outcome for every surgery through continuous innovation and development of care.

Annika Thunborg with her presentation on “Sustainability in the Circular Economy.”

MCCI president, Kellie Ko welcomed to the summit more than 200 business leaders from Mandaue including the speakers and the 25 new members for a learning event where topics on new ideas, new business paradigms and technological developments in the local and global business were presented.

Ko said, this event highlights the role of the business community to lead and guide the directions of how business adopts to the changes and advancement of principles and strategies in the global market, especially in the advent of digitalization, artificial intelligence and other business innovations.

Mandaue Mayor Jonas Cortes, in his inspirational message emphasized the need for the business sector to adopt to the digitalization and recognize that “we stand in a new era and it is imperative that we rise to innovation.”

“If we want change to happen in our lives, it must come from within.  Attitude is key in any change to happen in the community.  Let us consider problems and challenges as opportunities and we could not get to greater height without you guys at the MCCI helping us,” Cortes commended MCCI for the activity, making a difference in the business community.

Cortes added that as Mandaue embraces the new era, “let us acknowledge the changes and together, let us move forward and be proud to say that Mandaue is or home, our future!”

The Speakers

Ambassador Annika Thunborg, Ambassador of Sweden to the Philippines with her keynote speech on Sustainability in the Circular Economy, presented Sweden’s vision of a sustainable, accessible and safe transport system for all.

Thunborg said that has chosen some priorities in taking care of the planet for a circular economy to be sustainable.  Safe and secure borders need a green transition for security which Sweden undertook this journey since 2012.

Thunborg stressed that public policy measures for safe and secure environment requires a quadruple helix sector collaboration among government, academia, business and the public for more concrete steps for sustainability.

Economist and Licensed Environmental Planner Ronilo Balbieran spoke on the “Philippine MacroEconomics Updates.”  He began his presentation with the World Economic Outlook that is uncertain again amid financial sector turmoil, high inflation, ongoing effects of Russia’s invasion of Ukraine and three years of COVID.

“In 2020, the whole world was most sure that we were not sure what will happen in the future.  More than twice the uncertainty we had during the Global Recession in 2009,” Balbieran said.

He went on that the International Monetary Fund (IMF) hikes PH growth outlook for 2023 to six percent as global growth was projected to fall from an estimated 3.5 percent in 2022 to 3.0 percent in both 2023 and 2024.  While the forecast for 2023 is modestly higher than predicted in the April 2023 World Economic Outlook (WEO), it remains weak by historical standards, Balbieran said.

“The advantage of the Philippines includes its population that is large, young, still growing, English-speaking and tech-savvy.  Liquidity, we have large additional income from abroad and fiscal prudence.  The Philippines has three trillion in excess savings,” Balbieran noted.

PH’s third advantage is its resources, of 7,000++ paradise islands for tourism, abundant sources of food, mineral and energy.  The fourth advantage is the country’s location, it is the most strategic location in the Asia-Pacific Region, equidistant to most Asian countries, he added.

“The fifth, is that the Philippines is #1 users of internet and social media in the world. Fastest at 93 percent e-commerce growth in South East Asia in 2021; 23 percent in 2022 and 25 percent in the next three years,” Balbieran said.

In summary, the Philippine economy was okay, more than okay than other countries before COVID-19, during COVID-19 in 2020-2022 and in 2023 and beyond, Balbieran concluded.

Other speakers included Sarah Matthews, a digital marketing and strategy expert on the topic, “Digital Makeover: Enhancing Online Reputation in the Travel Industry in a Post-Pandemic World.” Matthews’ expertise in leveraging big data analytics to drive greater effectiveness and efficiency has been applied in both the government sector and corporate environment.

She has also been an advocate for diversity, equity, and inclusion in marketing, serving as the Chair of the Pacific Asia Travel Association (PATA) and on the regional board of Interactive Advertising Bureau for Southeast Asia and India.

Arun Gogna, a national and international motivational speaker talked on the “Soul at Work”, the truths about work.  Designed specifically for employees, this event aims to bring out the best of the best by creating better workers, thinkers and team players.

Prof. Christopher Monterola, Aboitiz chair in Data Science and Head, Aboitiz School of Innovation, Technology and Entrepreneurship and Executive Managing Director, ACCESS@AIM, discussed about “Disruptive Technologies-Anticipating Impact on Markets and Companies.”

Globe to focus on e-waste zero program on mobile, broadband device circularity

CEBU CITY – Globe wants to refocus its E-Waste Zero Program to mobile and broadband devices in response to global industry trends on electronic waste circularity that allows the company to concentrate on reducing its value chain emissions (GHG Scope 3) and maximize its impact on e-waste circularity.

"As a sustainability champion, Globe takes the lead in fostering circularity when it comes to e-waste management. By refocusing our E-Waste Zero Program, we hope to improve our direct impact to our customers and business: mobile and broadband device circularity," said Yoly Crisanto, Chief Sustainability and Corporate Communications Officer at the Globe Group.

According to Crisanto, starting September 1, Globe’s E-Waste Zero Program will focus its attention towards items that Globe distributes to the market, including old mobile phones, tablets, wearables (e.g., smart watch), broadband devices (e.g., routers, modems) and their peripherals (e.g., chargers, adapters).

Crisanto added that Globe is one of 12 leading mobile providers around the world that have signed up for the new set of pace-setting targets developed with the global association of mobile network operators, GSMA.

Extending the lifespan of mobile devices and promoting circularity can greatly benefit the environment. Per GSMA, refurbished phones have 87 percent lower climate impact than new ones, and recycling five billion mobile phones globally can recover valuable resources worth US$8 billion.

Since its launch in 2014, Globe’s E-Waste Zero Program has collected and recycled 216.7 metric tons of e-waste, ranging from broken mobile phones and computer sets to IT network equipment and home appliances. With over 120 e-waste collection bins nationwide and more than 80 partners, the program helps with the responsible disposal and recycling of e-waste.

The collected e-waste items are processed by treatment, storage, and disposal (TSD) facilities accredited by the Department of Environment and Natural Resources (DENR). They segregate, treat, and store the e-waste in their facility within the country, while the remaining items are exported to their main recycling and recovery facilities for further processing and extraction of precious metals.

Globe has also partnered with schools and private companies on e-waste donations and has worked with government and non-government organizations in establishing a community-based Treatment, Storage, and Disposal (TSD) facility in Malabon, Metro Manila for the proper handling of e-waste.

The company’s contribution to e-waste recycling was recognized by the GSMA in 2020, as one of the global best practices for take-back and collection programs.

“As we shift our focus towards mobile and broadband devices, we want to assure our customers that our commitment to promoting e-waste circularity remains steadfast. We hope to inspire more of our customers to adopt responsible consumption habits in their daily lives,” Crisanto added.

While Globe will redirect the E-Waste Zero program, collection bins will still remain in their current locations, and the free door-to-door hauling service for multiple e-waste items weighing at least 10 kilograms will continue. (Photos: Globe)
