DOST-7 to establish Smart AgriTech CV Hub, pilot facility for herbs & Spices

CEBU CITY – The Department of Science and Technology (DOST)-Region VII is preparing the farmers in Cebu, Bohol, Negros Oriental and Siquijor for the opening of the Smart Agri Tech Central Visayas Hub soon, leading to the rollout of the Smarter Approaches to Reinvigorate Agriculture as an Industry (SARAI) project in the region, and a pilot production facility for herbs and spices in Cebu.

DOST-7 OIC-Regional Director, Tristan Abando with his Technical Operations Division and the provincial S&T officers of the four provinces in Central Visayas attended the Knowledge Exchange Mission on Project SARAI CeNTRO at the University of the Philippines Los BaƱos (UPLB) on August 27 to equip farmers and communities with climate-resilient, science-based Technologies.

The training included Smarter Pest Identification Technology (SPIDTECH); Water Balance-Assisted Irrigation Scheduling System (WAISS); Community-level SARAi-Enhanced Agricultural Monitoring System (CL-SEAMS); SARAI Knowledge Portal, and Banatech, Abando bared.


Abando added that the upcoming SARAI Central Hub serves as the regional platform for localizing and deploying these technologies in partnership with LGUs, SUCs, farmers, and communities.

OIKOS Farm, DOST-7 to establish pilot production for herbs and spices in Sibonga, Cebu

As the SARAI CV Hub develops, a farm in Sibonga, Cebu--OIKOS Orchard and Farm, wants to collaborate with the DOST-7 Innovation Hub Cebu on the research, production, and post-harvest processing of organically grown, pesticide-free herbs and spices, making OIKOS Orchard as the pilot production facility for herbs and spices in Cebu Province.

Bernard Restificar, owner of OIKOS Orchard and Farm expressed his strong desire to establish the herbs and spices pilot project at his farm with his partners from the Cebu Farmers Market Agriculture Cooperative (CFMAC), to ensure scientific quality standards through microbial analysis, chemical testing, and sensory evaluation.

Restificar said that there is a need to optimize post-harvest drying and processing with DOST technical support; develop value-added products such as dried herbs, powders, essential oils, and aromatherapy innovations. 

“The pilot facility serves as the training center to empower farmers to build a sustainable and community-driven supply chain. Our initial focus will be on lemongrass, basil, oregano, chili, rosemary, thyme, lavender and banaba with a target supply of assorted herbs per week,” Restificar said.

Dr. Abando on the other hand said that the partnership is not only about farming. It is about transforming Sibonga into the “Herbs and Spices Basket of Cebu”, embedding herbs and spices into the Agri-Eco Tourism Development Master Plan of the municipality.

WWF-Philippines hosts “WaterLogues”, a 2-day water forum in Cebu

CEBU CITY –The World Wide Fund (WWF)-Philippines’ Daloy Project hosted a two-day forum dubbed as “WaterLogues: Beyond the Drop, Actions for Sustainable Water” on August 28-29 in Cebu City that serve as a venue for dialogue and collaboration to secure a sustainable water future for Cebu.

 

“WaterLogues will highlight Cebu's local realities while drawing from global expertise. From the lived experiences of communities to international models of water-sensitive planning, the discussions will bridge scales— making clear that water is both a local lifeline and a global issue,” Catherine Custodio, Executive Director of WWF Philippines said in a media interview at the event.

Custodio emphasized the importance of collaboration among various stakeholders to address sustainable water issues in Cebu and the Philippines, adding that the primary goal is to move from commitments to actions, involving all levels from individuals to national policies.

“WaterLogues..” gathered a multi-sectoral group of nearly 100 participants composed of academe, business, local government, NGOs and other water stakeholders with featured speakers from Korea, Vietnam, Nepal, and the Middle East, highlighting best practices and the need for integrated governance, educational systems, and business practices to manage water resources effectively, said Chrisma Salao, Director for Programs, WWF-Philippines.

“The forum aims to foster implementation and enforcement of existing policies and plans, rather than just holding conferences,” Custodio added that Cebu has long been recognized as an economic hub in the Visayas, yet its development is constrained by serious water challenges.

Groundwater depletion, saltwater intrusion, watershed degradation, and uneven access to safe water supply continue to threaten livelihoods, ecosystems, and industries. With rapid urbanization and climate change amplifying risks, the call for urgent, collective action has never been stronger, she added.

According to Custodio, the water dialog/forum hopes to identify and document good water management practices across the Philippines that can be scaled up and replicated; develop a plan for follow-up activities and monitoring the implementation of commitments made during the forum.

It also wants to engage the media to help amplify the water issues and the actions individuals and organizations can take and encourage personal and household-level water conservation practices among the participants, she added.

Salao said that there is an urgency of action for water security, suggesting individual efforts to conserve water and advocating for government and corporate policies that promote sustainable water use while Custodio points out the collective impact of individual actions on society, underscoring the responsibility of each person to contribute to water security.

WWF-Philippines agree on the importance of collective action and advocacy to create momentum for water security initiatives. “WaterLogues: Beyond the Drop, Actions for Sustainable Water” is a pre-side event of World Water Week 2025, an annual event organized by the Stockholm International Water Institute (SIWI), linking Cebu's water realities with the global agenda on water, climate, and development.

DOST-7 partners with tech/NGOs for dev’t of smart communities, Startups in CV

CEBU CITY – The Department of Science and Technology (DOST)-Region VII continues to partner and collaborate with various tech and non-government organizations (NGO) for the development of smart, sustainable communities and Startups in Central Visayas.

“We continue to collaborate and partners with various tech groups and NGOs to advance DOST7’s thrust of delivering science, technology, and innovation solutions for local needs to build and develop a startup ecosystem in Cebu and across Central Visayas and create smart, sustainable and resilient communities in the region,” Dr. Tristan Abando, DOST7-OIC Regional Director said in an interview with media.

On August 27, DOST-7 and Mata Technologies Inc., a Cebu-based startup supported by the DOST-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD) met and discussed a closer collaboration under DOST’s Smart and Sustainable Communities Program (SSCP).

Dr. Abando and Mata Tech CEO Erika Dell Sacho explored programs focusing on the integration of immersive technologies to support resilient and future-ready communities. Both sides highlighted promising applications of Mata Tech’s capabilities in Smart Tourism to promote local destinations and heritage through interactive experiences.

An immersive mapping for preparedness and response for Disaster Risk Reduction and Management (DRRM); digital and interactive learning tools for schools and communities; and innovative platforms to support planning, governance, and service delivery for smart community solutions.

Meanwhile, on the same date, August 27, DOST-7 and the Ramon Aboitiz Foundation, Inc. (RAFI) has strengthened its partnership to expand collaboration in advancing sustainable, empowered, and disaster-resilient communities in Cebu Province.

The collaboration is anchored on three key areas-- Smart and Sustainable Communities Program (SSCP); the Community Empowerment through Science and Technology (CEST) Program; and Disaster Risk Reduction and Management (DRRM).

Both institutions emphasized their aligned mission of empowering communities by combining RAFI’s strengths in community engagement with DOST’s mandate to provide science, technology, and innovation solutions.

DOST7 and StellarPH for Startups support

On August 19, DOST-7 and StellarPH, a startup enabler that supports entrepreneurs and innovators, signed a memorandum of agreement (MOA) to support the development of Startups in Cebu and nearby areas under the “Accelerator Program by StellarPH – Empowering Cebu Startups.”

The partnership calls for the development of 10 early-stage startups in Cebu City and nearby areas to undergo a three-phase process that include the validation of their business ideas; develop a minimum viable product (MVP); and prepare to meet potential investors.

StellarPH Co-Founder, Renato Rex Xavier Marzan said, the program provides hands-on training, one-on-one mentoring, and workshops on market research, product development, and pitching.

Marzan bared that the partnership also supports two initiatives designed to strengthen the local startup community including the Safe Space Pitch Events--regular pitch sessions with the DOST-Cebu Innovation Hub where students can present their ideas, receive mentor feedback, and connect with the innovation ecosystem.

The 2nd initiative is the Startup Soft Landing Bootcamp – a bi-annual training camp that immerses aspiring entrepreneurs in the Region VII startup ecosystem, linking them with mentors, resources, and government support, Marzan added.

Johndorf Ventures wins big for Johndorf Tower, Plumera Mactan

CEBU CITY -- Johndorf Ventures Corporation took home five trophies and two citations for Johndorf Tower and Plumera Mactan at the 13th Property Guru Philippines Property Awards on August 15 with top developers, architects, and real estate leaders from across the country as well as from Southeast Asia and the Far East in attendance.

Taiheiyo breaks ground for new admin office in San Fernando

SAN FERNANDO, Cebu-- Taiheiyo Cement Philippines, Inc. (TCPI) with its president and CEO Takashi Miyashita led the ground breaking and Safety Blessing Ceremony on August 21 for its new Administration Office building located near the main gate of the plant complex, signaling continued growth anchored on safety, innovation, and community partnership.

“Our new Admin Building is designed to make our work activity more productive and efficient. It will centralize all departments under one roof and offer a conference space for over 400 persons, one that we envision to host community engagements like scholarship ceremonies and health worker seminars,” Miyashita said in his opening message at the event.

He said that the new facility is a crucial piece in a long-term vision, following the successful completion of the Kiln Renewal Project in 2024, expressing his gratitude to the local government for its continued support and reaffirmed the company’s commitment to safety as construction begins in partnership with CCT Constructors Corporation (CCTCC).

CEBU CITY – The Asian Orthopedics Spine and Joints Center opened its Movement Lab on August 23 at the Jamestown Business Center, Mantawe Ave., Mandaue City, to expand the center’s multifaceted approach to health and wellbeing, integrating medical treatment with lifestyle enhancements.


Dr. Pierre Mella, an experienced orthopedic spine surgeon specializing in degenerative and oncologic surgery, founded Asian Orthopedics in 2022 to give patients a comfortable outpatient alternative to hospital care that is both accessible and convenient.

“I’ve been practicing as an orthopedic surgeon for the past 10 years now. About three years ago, we opened our own center outside the hospital to better serve patients who are often disabled or have difficulty moving around. “When patients require physical therapy or sports and lifestyle conditioning, we refer them to the Movement Lab. It was conceptualized to address a wide range of orthopedic and musculoskeletal conditions, with programs that include spine-specific and arthritis-focused exercises,” he added.

Dr. Mella shared that Asian Orthopedics opened the Movement Lab as an expanded wellness center, offering nutrition advice and personalized exercise programs designed to support pain management and lifestyle enhancement.
