LTO-7 monitors 2 driving schools allegedly offering ‘no appearance’ theoretical, practical certificates

CEBU CITY – The Land Transportation Office (LTO-7) here is now monitoring two private driving schools in Cebu and investigating the allegations that they are offering “no appearance” Theoretical and Practical Driving Course Certificates.

In a media interview with the Regional Journalists in Cebu (REJOICE) Thursday, October 6 at his office, LTO7 regional director Victor Emmanuel Caindec revealed that they are conducting an investigation because of the allegations that some driving schools are releasing certificates even without the appearance of the clients, which is illegal, he added.

Caindec also reiterated that it is important to justify the allegations by executing an affidavit to formalize the complaint.

“We also need to make sure that these people who are complaining will also execute an affidavit just to make sure that it also fair.  What we promise is that we are monitoring and investigating this. Almost every week, we endorse to NBI those fixers who are on the Facebook Marketplace,” Caindec said.

He also clarified that all private driving schools in the region are being monitored.  There is an index ratio to check their capacity versus their actual outputs.  With this index capacity measure, LTO7 can tell whether there seems to be something off in some data.  LTO7 is also looking if there are complaints.

Caindec added that if someone complains LTO7 can trace it.  A new investigation was launched, allegedly “no appearance” is said to have happened.  We had asked the driving school to produce the fingerprint and the photos of the said client which they have provided, but if it is the right person and client, we cannot affirm yet,” he said.

Caindec also bared that there are driving schools operating that are not under its Geographical Areas of Responsibility (GAOR) but are putting their services in Central Visayas, especially in Cebu.

 Aside from the cancellation of their accreditation, Cain said, they will file a case of violation of the Cybercrime Act against these private driving schools if proven guilty of these illegal acts.  Presently, there are more than 80 private driving schools that are LTO-accredited in Central Visayas.
